Reporting me will do you no good. Unless you applied for copyright or a patent, you published in the public domain, making it perfectly legal to use said artwork. Wikia itself has no policy against it so, yeah, good luck.
I, unfortunately, cannot. The page you linked expresses exactly what I have said in the earlier message. Copyright is something that must be applied for and earned. It does not exist just because someone sticks their images on a site: that is what we call "public domain", which is free to use.
Furthermore, I should point out that Pokemon is already copyrighted by Nintendo and Game Freak and, thus, sprites and other images based on it cannot be copyrighted -- as that would actually be infringement. Yes, I know the law. Yes, I know my rights.
Simply being the artist of an image based on a pre-existing copyright does not entitle one to the rights of that image, nor does it mean that you can post it all over the internet with impunity. There are consequences for not going through the proper channels to get your work copyrighted.

You don't have to apply for copyright status for your work to be copyrighted. Posting something online is an electronic transmission that generally entitles you to copyright protection.
Just because something is posted online does not mean it is entered into the public domain. This is a common misconception.
You'll notice in the Recent Changes feed that I have removed a number of images from this community. Monsake sent us a properly completed DMCA takedown notice for those images. As as result, we were required by law to remove the images. If the individuals who upload those images believe that the images were removed either due to mistake or misidentification, they are welcome to send us a DMCA counter-notice. The process for that, as well as the potential consequences of a counter-notice, can be found here, as can more information about the DMCA in general.

I've created a character named Landon, who is a doppleganger of Brendan. However, another doppleganger of Brendan already exists here, Ferdinand Trotter. Are two dopplegangers of the same person allowed here?
Would it be possible, farther down the line for the two of us to have another battle? Sean vs Silus (I will be progressing my stories as to allow it to be fair to the current standings of Silus, since Sean just left on his adventure.)
We often try to adhere to game canon; the games come first, then special, then the anime. As Giovanni has a named son in both the games and special (the same character no less), it would be best if you avoided that
Right now im in the planning stages so i dont have all the details yet but im thinking like to have my character being metioned in a prophcey or myth of some sort and thats why Ho-oh appears from time to time.
Also if he catches a Legendary it wont be something like Ho-oh, Maybe a Raikou or something if thats ok?
My rule of thumb is this; if it makes sense, in the story, for your character to catch a certain Pokemon, then I'm okay with it, even if it is legendary. However, if it is just catching it so that your character looks more powerful, or just to say he catches legendaries; in other words, it doesn't make sense; or if its not in the nature of the Pokemon to allow itself to be caught - like Mewtwo for instance - then, I'd say no.
I myself am gonna say no. Try to be independent. I'm not even comfortable that Nisshou has his story sharing with the continuity of my and Ten's two stories, but since he's gonna battle Ten at one point, it makes sense I suppose. I'm gonna have to tell you no though
No Fake Pokemon. We have our own region, Hora, but you could also host your stories in any of the regions that have appeared in games or the anime. And if you want a legendary Pokemon, check it with the admins first.
