This Rayquaza flies the skies above the Hora region, having been a legend in the region for centuries. According to legend in Hora, Rayquaza is the guardian of the skies and would descend in times of great peril to quell the raging hearts of humans, or to protect the Hora region's Pokémon population from grave danger. It is connected directly to the legend of Hora, as the mediator between Lagralia and Sacrelivo.
At some point, it was sighted by Clair, sparking a quest by the Dragon-type Gym Leader to find the rarely colored legendary Pokémon and befriend it. Rayquaza is rarely sighted, but most sightings originate in the mountain range around Mt. Hora.
Hora's native Rayquaza is a large, black (different from the species usual green), serpentine creature. It has red-tipped, rudder-like wings on its shoulders and down its body, and similarly patterned fins on the tip of its tail. Crimson ring-like symbols run across the length of Rayquaza's body and it has an additional crimson ring on top of its head.
Unlike most Rayquaza, it also has three crimson, oval-like markings on its chest plates. Rayquaza has two limbs with three-clawed hands, and two long, jagged, horn-like structures on its head, as opposed to normal Rayquaza, whose horns are entirely flat. It has small, blood-red eyes with black pupils, prominent pink gums, and two discernible fangs in its upper jaw.
Like all Rayquaza, this Pokémon is fiercely territorial and will attack anything and everything that enters the ozone layer above Hora. According to the legends, Rayquaza hates strife, and in times of great strife, will descend from the skies to quell the fighting. It also seems to be protective of the Hora region's Pokémon, if the legends are to be believed; coming to their aid when they are collectively in peril.
Rayquaza's strength is unknown, but as it is a legendary Pokémon, revered in Hora's legends, it can be assumed that it is of great power. It possesses the ability Air Lock, which allows it to clear the weather wherever it flies.

- This Rayquaza, unlike the Rayquaza in most Hoenn-based legends, does not appear to be tied to either Groudon or Kyogre. Whether this one still serves as a mediator between the two, then, is unknown. This is later confirmed to be the case, as this Rayquaza seems to be connected to the balance between Hora's two legendary Pokémon.
